I figured out part of how they do it: they use Indian realtors. The realtors create psuedo-segregated neighborhoods by only selling properties to Indians, and Indians only purchase or rent property from Indians, so they naturally and willfully create segregated neighborhoods which functions like a cluster. The realtors are how they manage to establish themselves locally, and these neighborhoods slowly expand. They are always in places you would not expect, such as outer-city suburbia on roads like "Old Church" or "Tobacco Way", non-Indian names. This was not apparent to me until I worked a job that required traveling to people's homes, and will not be apparent unless you know.

There's this guy (Marcelo Ebrard) currently heading the Secretary of Economy, he ran as a candidate for the party's presidency along with Sheinbaum before the presidential election. For some reason he is infatuated with India and good thing he didn't end up being president, he probably would have expanded relations with India and importing the jeets.
