The real answer is that they (especially Japanese, though Koreans and Chinese later got this reputation in the mid 1900s) have had this rep since they attracted international attention in the Russo-Japanese war. Obviously they weren't retarded like most non-whites (they beat russia) so the rumor that they had some kind of "trick" started. As an excuse (cope) for the entire western worldview being shaken by a non white nation mattering, they created the belief that japs were deceitful and cunning, but in a different, more malicious way than the intelligent and benevolent white man. That way they could be modern but also be depicted as inferior.

During the Korean War, American sentiments about Japanese people spread to Koreans and Chinese troops, giving basically all Asians the reputation of being devious.

Nowadays, the belief still exists but for a different reason. Most usually just cite IQ tests, where Hong Kong, China, and Japan do especially well for uncertain reasons. Race is likely a component.

Look, in school we learnt about racial stereotypes and the truth about them. The way our teacher explained it is that every race has a positive traits that comes with a negative one.
Asians are highly intelligent, they can see and replicate and improve things easily but they lack true creative due to their chaos, stability of their environment, she called this the dragon environment where the chaotic times could actually be beneficial in the long run (Asians had floods and built damns and then that was really it because the flooding was regular and it didn't require much else except to copy the original fix but the stored water could help with the coming droughts) whites are highly creative yet they also have extremely high level of anxiety and worry about future problems more than any other race due to their upbringing in a phoenix environment where they were basically constantly preparing 3 seasons for the coming chaotic dragon period of winter and if they didn't do enough during it they would die. But if you compare the geniuses who actually invent things, it reverses, because the Asian bell-curve tends to cluster more around the average. Fewer dumbfucks, fewer geniuses. It's why Europeans invented 97% of everything.

The Chinese have basically stripped all the creativity and willingness to rock the boat out of their gene pool for thousands of years. It's not to say every person in that culture is that. She meant that their society as a whole didn't regard certain aspects as much as others. Throughout most of Asia you get dry season and wet seasons. That's why dragons are beneficial to Asia.
