Neither country has enough nukes to do much, and they are small yield warheads. Pakistan has around 170 warheads, most warheads are a yield around 5-12 kilotons, with a few as large as 40 kilotons. Let's be super generous on their effectiveness and say they all worked, all made it to the desired population target with none used to target India's warheads instead of their population. Lets be incredibly generous and say each warhead killed 250k people each. That would be a total of 42.5 million Indians dead. That leaves over 1.4 billion Indians alive. All it would do is piss the rest off.
Now for India. They have about 160 warheads ranging in yield from about 10-40 kilotons. So, their yield is larger, but have a bit less in total number of warheads. So let's use 250k killed from each of their warheads, and all are used on population targets in Pakistan. That results in 40 million people killed, leaving Pakistan with 200 million people left to scream for revenge.
The 250 k killed per warhead is as stated before very very generous number. In all actuality it wouldn't even be half that per warhead.
