Those things cost a lot of money to build and in many cases they were build over decades, sometimes centuries, which is hard to do in a society where the ruling party and their budget constantly gets shifted.

Basically civilizations have used architecture to inspire awe..it was very easy to believe in your god and civilization when they're was a giant pyramid in the middle of your town or a beautiful monastery that was built to acoustic perfection. That being said it also made peasants want beauty in their own lives through conquest and glory or any other means. Now replace all your all buildings to not inspire but to match your actual existence. Grey, boring dull, this will make you less sensitive to the work environment they want you to live in. There is no more need for Gods to inspire masses into forming in line. Now they work solely for the dollar and by making surroundings that are bleak people will not expect more from their new god except also to be bleak and bland. It's very hard to work a grey office job that means nothing and only puts you further in debt when you are surrounded by beauty and inspirational things. It is very easy to vrainwash people into such things when they are born into grey cold glass and steel rectangles. That is their life. Like fleas they will never jump higher than the buildings that are their new inspirations. Also simply put building corruption. Modern buildings are designed to last a few decades and then be repaired meaning governments take tax dollars and give to their construction friends. Old buildings were built to last.
