I'm not privy to how these decisions are made but my opinion is that the norwegian system is inevitably going to be trash, they have zero chance of a conflict arising in the near future so its a system which purpose is to make money to people, jews actually get bombed and if its not a ballistic missile their AA works pretty well and is proven to work in real world conditions, also research and development is insanely expensive, americans pay it for jews for free so its much cheaper to get the product thats ready, not all countries can print money like the US to buy anything they want
