It's probably simply IQ that determines criminality, violent tendencies, etc.
People can get mad all they want because it really isn't a very glamorous truth, but prisons are almost exclusively filled with lower IQ individuals and the science behind intelligence is thorough and well-known. You are born with traits that we cannot change until we have seriously advanced genetic engineering technology, and by then I'm sure we'll just be instant executing anybody who shows they're problematic.
