Imagine teaching at a school where 1.3% of the kids are delinquent troublemakers.
That's 1 troublemaker in every 4th class of 20 students. The troublemakers are isolated and know if they act up they'll just get disciplined.
Now imagine a school where 13% of the kids are delinquents. You see, 87% ("most") of the kids aren't troublemakers.
That's 2-3 troublemakers in every single class. Every douchebag has friends and allies in class. Every single class gets disrupted. The teacher can't discipline because the vice principal doesn't have the resources to handle having these sociopaths sent to his office every other day.
