Leno understood the game and what made Carson successful, he just never had the knack for characters like Carson. Letterman is the more interesting comic, but like Conan needed 1230 as a way of being allowed to be weird for the show to work well. Being on at 11 means you have to be decently sanitized in order to try to bring in the boomers looking to laugh before bed
