I think a more reasonable interpretation would be that land is a limited resource, while the poor are more of less limitless, and if the landless can vote then all that is needed to secure permanent power is dump a mass of poor landless people into an area and buy their vote overwhelming the votes of all small landowners.

In other words exactly what you see now where Democrats open the border to infinite illegal aliens for decades, and cram them into to cities to outvote the property owning original White populace as a huge mass of transients renters, then justify the electoral dominance of their sanctuary cities with the vacuous arguments that "land doesn't vote".
