When I lived downtown we used to call the police on suburban churches handing out food in the park. Why? Because there are plenty of shelters downtown and the homeless don't want to bother to walk over to them. The parks have a huge rat problem because homeless toss their unfinished food that they don't like on the ground and the church groups just dump their piles of sandwiches and leave.
The shelters with food are operated just like any other commercial kitchen. There zero shortage of food in the US and the churches know this. Obesity is a common problem with the homeless (unless they're drug addicts). They want to virtue signal and have something to put in the church newsletter. It's not about the homeless, it's about tricking God into thinking they good people even after they've been informed over and over again that they're making things worse. And now the homeless who refuse to sleep in a shelter gets to have rats crawling all over them looking for food and everyone else who tries to use the park or lives nearby gets to deal with rats everywhere.
When there's cold weather, the shelters vastly expand their capacity by setting up cots in places like dining halls and communal areas. 100% the people in that church basement had other options and didn't want to use them because of not being allowed to drink or do drugs while in a normal shelter. For the church, the pastor isn't going to do anything to keep the homeless from fighting, sexually assaulting each other, or selling drugs to each other. All of the problems the homeless face have dozens of organizations dedicated to helping them but for the ones who don't want help, guys like the Ohio pastor are there to enable their destructive behaviors.

Only The Government is allowed to allocate charity.

Charges were ultimately dropped. He got in trouble because the homeless started shitting up the area smoking crack and harassing people like they always do. Then the city did building inspections and found it wasn't up to code to house people as a residence.

In the end the city dropped the charges and the pastor agreed to stop letting crackheads sleep in his church.

also when i was homeless one winter maybe 15 years ago, it was common for area churches to volunteer their gymnasium for a night. homeless would be bussed there to sleep and have some bread. In Madinah there is a small platform called Al Suffah, it is adorned and decorated in fine carpet with golden railings surrounded by great pillars of marble extending in all directions seemingly endlessly.

The purpose of Al Suffah was to shelter the homeless. It still does. And under these palm leaves the Prophet (PBUH) would share his daily meals with these men, the Fakir, giving them as well any gifts he received and living as always in simple humility. From these homeless Muslims, those who sleep in the mosque, was born the entire mystical tradition of Islam and its ascetics. The Sufis, the Fakir, the practices of meditation and fasting, of ascetic seclusion.

And in many mosques today, an atmosphere of peace and prayer where soberness and order prevails, you may find someone in some corner or some pillar or shelf on the soft and clean prayer carpet simply napping. Discreetly, not bothering anyone or in anyone's way. Homeless? No, not homeless. The mosque is to some a second home, and for the Fakir, their only home. The zawiya, quite literally translating as corner, is built as a lodge for these Fakir. It is a palace for the homeless, built just for them, who lead strict lives of ascetic prayer and meditation among their peaceful duties.

Some men dream of penthouses, of mansions, I have worked on these grand houses for rich men doing construction work for low wages. Speaking anonymously, I dream of an otherworldy house built for God to fill with endless prayer, and subtly, to lodge the poorest in ascetic brotherhood in the ancient monastic tradition.
