You could but that is a bit harder and requires advanced chemistry knowledge, smokeless powder is admittedly in the unapproachable category. But, you could very easily make black powder, and with a little more effort you could make gun powder (i.e. slightly better than black powder but messy and not as powerful as smokeless powder. Primer is a bit harder to make but it is within reach. And, if thats too hard you could always go with a fucking flintlock or lit fuse gun.
Would either of them be good for modern semi/auto firearm designs? nope, you would get a small handful of rounds out before it jams horribly. But, a bolt/pump/revolver would work just fucking fine.

A lad could make a wildwest-tech repeater and enough ammo to last a good while with a weeks worth of work. And, the effort required + tech limitations would open the door for some real interesting rediscovery of past curiosities. For instance, if im going to put in the time to make a shotgun, and Im also going to need to make my own ammo for it too, why wouldnt I full send and make a breach loading punt gun, i.e. a man portable cannon.
