Its better than just mob rule or whatever. If the state isn't going to do it then people will take the law into their own hands. And that means that many innocent people would probably die because you don't get a trial or anything. Justice weigh's heavily on the innocent. It forces people to have solid evidence before they murder them. They prefer to let guilty men go free before convicting the innocent. And even with that in mind innocent men still get convicted.

Laws were never about "fair" or "justice".
It's about keeping stability.
