They had multiple "hijack drills" on the morning of 9/11 which involved injecting fake kidnapped planes into the NORAD radar system. You can find recordings online of NORAD operator communications where they complain about bogus planes showing up on their systems and confusing them all throughout the attack. Prior to the attack, a Saudi systems engineering tech firm called Ptech was granted access to those systems. It later turned out the biggest shareholder for this firm was on the American most wanted terrorist list. Ptech had an American HQ which got "raided" by the FBI, but not before receiving an advanced notice of this raid from the FBI itself.
