Banning a website by IP is pretty much impossible, IPs change way to often. What can be done (and was done in EU bans of russin news site, for example) was to force DNS-providers to not provide the IP. Switching to cloudflare DNS (which firefox and chrome have available from installation) avoids that easily enough.
