His financial backer, Leslie Wexner, was a member of the “Mega Group,” a collection of Jewish philanthropists, which some, like former NSA counterspy John Schindler, have speculated was linked to Israeli intelligence operations. Epstein reportedly invested in an Israeli startup, Reporty Homeland Security (later rebranded as Carbyne), connected to Israel’s defense industry, further fueling speculation."

You may be referencing the judge refusing to release the grand jury documents because it would be illegal to do so, which Trump knew when he requested it since releasing grand jury documents is a big thing to do and needs a specific reason.
Trump himself, being the POTUS, doesn't have to be bound by this though since he has the right as President to do whatever he wants, which means he could order the documents released right now and no one could do anything about it.

Both of these things are separate occurrences to the one Massie is talking about where Speaker Johnson has recessed congress for a month in order to prevent Massie forcing a release of the Epstein files
