Because the UK has made it a personal criminal offence in some circumstances for the directors and staff of these companies not just a civil offence / fine

Ofcom chooses to have your company done for not complying? You could be looking at an interpol warrant for disseminating pornography to children. No a problem so much in the US because they wont extradite for that but if you want to travel you are putting yourself and staff at risk of arrest and prison time

You need to go and read the legislation. You are completely wrong

Ofcom can now hold its own judicial ex parte hearings under new powers granted. It can effectively create its own court orders for blocking. Just as the Post Office was allowed to do in the past. Even then a UK court order cant order VISA US to block Stripe payment processing for a US company. Neither can they order Stripe UK to do it, different legal entities

Thats why they have gone down the route of personal responsibility for directors and staff of the websites rather than responsibility at a company level. Its also why when they issue a fine and it doesnt get paid they get to turn the offence from civil offence to a legal crime. The offence with regard to porn content is distributing porn to a minor, an offence that has upto a 12 year prison sentence in the UK and a crime that is recognized by Interpol and has existing extradition policies in place in the EU countries plus Canada, Australia and New Zealand

Thats why sites are blocking British users. They dont give a shit about unenforceable fines but putting themselves and staff at risk of prison sentences is a different level of risk altogether
