its like a strange fascination with something alien and different from oneself, so to explore what its like to be different is gratifying, cathartic, therapeutic, and an escape from their ordinary sense and view of things.
although historically there is a lot of primitive brown peoples who dressed up as animals, i think anyone still doing it today isn't trying to summon the rain or work themself into a frenzy on the battlefield. they're trying to feel good. and i guess once they get a taste for it they want more. so they immerse themselves into it and find community with other weirdos who've done the same. the whole "pack" mentality comes naturally. so its a fun dynamic for people who are just looking for socializing and intimacy.
