Rwanda should just annex Burundi. They’re basically the same Hutu/Tutsi mix, shared border, and Rwanda’s military (33k troops, battle-hardened) could roll over Burundi’s (30k, underfunded). Rwanda’s economy ($13B) is stronger than Burundi’s ($3B), and they were one territory back in colonial days. Rwanda gets Burundi’s nickel deposits and more regional clout. Burundi’s unstable government is a mess, so it’s ripe for the taking.
