Saw this EO and have mixed feelings about it. While I think it would be great to get some traction on this, Trump doesn't realize just how fucked the drug/vagrancy problem is. I refuse to call it homelessness because it isn't. In our city, we have a program called DESC, the continuation of the defunct SHARE program (commies love acronyms). Both have pissed away hundreds millions of dollars and every DESC shelter is hotbed of drugs, crime, and vagrancy.
The real issue though is how this blue cities fund "outreach". Basically, what they do is create an org that manages a large sum of cash, doling it out to various non-profits and charities to do the job for them. There is no actual accountable homeless program in any of these blue cities. This allows them to refuse audits of how the money is spent (since they're not under the jurisdiction of the city), gives them license to steal the money (since no one can see the books), funnel the money to "mutual aid" (read; Antifa), and even deny entry to watchdogs and other orgs who want to know what's going on inside them. For the record, they're shitholes where murders and ODs are common. It's called "The California Model", because Cali has multiple funding "authorities" like this. The goal is to obfuscate and complicate responsibility while providing "make-work" jobs for lefties that ultimately do nothing or make the problem worse.
This is why I don't think him redirecting or shifting federal funding will do much good, since these states are fine with just taxing more. Hell, Seattle just passed a "safety tax" with no real decision on how or where the money will be spent, indicating they knew this was coming and will just squeeze locals for more tax gibs.
