Payment processors are beholden to the law, which currently holds them legally liable for any illegal transactions. No amount of complaining is going to cause a payment processor to act in a way that might get it into legal trouble.

You have to call your congressmen/senators and get them to pass legislation that both:

The existing "Fair Access to Banking Act" is already a bill proposed back in February. It's a step in the right direction, but to truly fix this problem, you have to do what I mentioned above. Anything less will put payment processors in a position of having to decide what is or isn't legal, which will cause them to err on the side of caution because laws vary so wildly across jurisdictions and big companies are risk-averse, which means we'll eventually end up right back where we are now.
