For those of you who don't know France is currently in a severe debt crisis made worse by the fact they don't control their own currency and therefor don't have a lender of last resort like every other normal country
And in order to save money France has started to take extreme measures like the elimination of 2 public holidays, these 2 days will be unpaid are called "solidarity days", a compromise to increase revenues without cutting pensions
This comes at a time when Europe is about to increase spending to remilitarize the continent

1) This text proposition by Bayrou is widely rejected by pretty much anyone, from the far left to the far right to the ecologists to the frexit people
2) The government is currently in "holidays", meaning no major texts or laws can be passed or voted, only day to day random bullshit
3) Bayrou will come back on September 10th to run a vote for his text. Almost every political party already announced they will censor (refuse) the text and call for disavowing Bayrou from being Prime Minister, which would disband the entire government once again (already happened last year by Macron when he fired Gaybriel Attal and disbanded the government himself, and then when the National Assembly censored Barnier 2 months later), so THREE government disbanding in 14 months doesn't look good.
4) Most economic institution said they will be waiting for this vote in September before degrading France's economic grade from AA- down to A, which would be the death of France's public debt (3 600 billions € + 3 000 billions of "hors bilan", of which 1 000 billions € comes from Macron since 2017), France would have no other choice than default on the public debt, which might have absolute catastrophic repercussions in the entirety of Europe, since France pays for roughly ~20% of all Europe spending.
