The problem is that many of them are offered help, but they refuse it because they want to keep doing drugs etc. Every city in Scotland is full of homeless people despite the free homeless shelters and help. Helping them requires getting them off the drugs so they refuse the help.

Some people certainly are helped by the system, but this just results in a process of natural selection. All the people who want to be helped eventually are helped, and thus the homeless population "evolves" over time to have a greater population of people who don't want to be helped. Once these kinds of people make up the majority throwing more money at "cures" becomes pointless and just a way to funnel public money into private hands (ie the various companies the government hires to do the work). The only way to proceed once the homeless population has "evolved" to not want help is to focus on prevention rather than cures. You need to help them before they reach that state, and there are only really 3 things that cause people to end up in that state - relationship problems, drugs and mental health issues. The left won't do anything about the former because that's "misogyny", they tend to be very liberal when it comes to drugs, and they tend to view "mental health" as a weapon *** so they aren't really capable of adopting a preventative approach.
