No they just needed oil and the US wouldnt give it, their navy would have shut itself down if they waited. Pearl Harbor was perfect in that it was calculated the Japanese had no other choice except to exploit it. Theres a quote from one of their admirals about after Pearl Harbor he can run wild on the US navy for like 6 months and control the pacific.. but after that...
