This won't happen because there is no way to prevent foreign powers getting involved. The instant a civil war breaks out china, israel, russia etc are all going to jump in and start picking favorites. If they all back the same faction then that faction is going to win, and if they back rival factions then it stops being a true civil war (ie americans fighting for their vision of america) and becomes a proxy war between the new global superpowers (ie americans fighting to secure the interests of foreign powers).
