Moving to China is a business decision, and it only makes sense if you have a high end job.
If you are worried about culture, don't have high expectations. It is soulless consumerism pushed to eleven at every level of society. It makes California look sincere and sophisticated. Near impossible to raise a family too, even worse for a foreigner (although you will get girls).
For your question, air pollution is real but got better recently with the adoption of electric cars, it's also very dependent on which city you are talking about.
To this day there many more Chinese trying to leave than westerners moving in, and it isn't because of immigration laws.
