I live in Portland. The tent cities started in 2018. The county gives the tents, the city gives them food, crack pipes, fent foil, cigarettes, and spending money.

Whatever mayor runs a place where humans are allowed to live on the sidewalk in a tent shall serve out their term as mayor living in a tent on the sidewalk.
