I'm not a fan of Trump right now but before the election Trump had some solid plans for dealing with the homeless.

Step 1 was sorting. They would break up all the homeless camps and send them to 1 of 3 locations. The criminals go to prison, the mentally ill go to an asylum for the mentally ill and the drug addicts get forced to be clean in a rehab work camp where they are watched 24/7 and forced to do labor until they stop being drug addicts. It's a simple straightforward plan. We just need to commit the resources to prisons, asylums and labor camps.

As a housed addict, I think it's generally a truism that drug usage goes down as society improves. To quote a rapper (Dax?) "Society makes sobriety."
