Control only works for niche or low interest things. Trying to shape something that has demand by masses simply takes it out of reach for government or even serves as a reason to change government if you infringe on big enough part of population.

IMHO they're not doing it to protect youth but to help the companies monetize adults. I bet as soon as this is implemented companies will offer simpler, more discrete "authorization" methods with small payment, that also give you extra content. E.g. they might sell gift cards at shop that are sold to 18+ only, but for cash etc.
