The person/entity that signed the contract with the isp is the one responsible. It's a place with minors? Your responsibility to put on a parental control systems (that existed since ever) in place. It's demential how fucking transparent are the obvious real motives for this ID scam, fucking governments were salivating for putting this shit in place. If the reason was "safety" all that was needed is to further codify the contractual responsibilities of both end user and isp so that the isp would offer dedicated solutions (parental control and vpn with logs and blacklist) easy to enable for the end user, and the end user having to sign a contract which clearly would warrant him directly responsible for not employing those instruments.

One account could be used by multiple people as well. So tying a one-time verification to an account doesn't work either.
I have a Gmail account from 2007 that recently asked me to verify my age. They don't trust that the person who created the account is the person who's currently using it.
Same with Steam. Got a Steam account from 2006, and that shit still gets those age verification questionnaires.

Some people are pretty dense about using their own technology... I hate to say it buy maybe making an app mandatory to setup a (consumer) router is the way to go, that way the device registered to the network admin(s) (call it a parent/adult account to make it obvious), ping that device every time a new device wants to use the network, parent account can then set their permissions or it defaults to "safe" mode.

Make that mandatory for all new routers sold in the country. Thats half of the problem solved immediately.
