What institutions? All the big insane asylums like Letchworth Village and Willowbrook Institute are gone. Those types of places don't exist anymore, places like New Hope Community in Loch Sheldarake New York are FAR more common. Junkies should forcibly be placed in rehab and the homeless transitioned back into housing and the economy.
