not my experience. jewish families i've known have had dogs and treated them well. one family actually got acupuncture treatments for a dog dying of cancer (as well as actual cancer treatments). kind of crazy, but not a sign of not caring. however, i have only known secular/reform/lefty jews. maybe orthodox jews live up to your observation.
