NPR, PBS, corporation for public broadcasting works sort of like a scam (much needed scam though). Corp for public broadcasting gets money, they give money to local radio stations, radio stations collect government money along with donations and corporate underwriting money to license content from likes of NPR. Large cities might still keep public media stations. Local stations out in the middle of nowhere stop getting this money and hardly have a donor base. Those guys won't probably know if the village idiot or the town cat is their mayor.
