they actually don't, trump just made it so the free housing is harder for them to get and kicks them out quicker which is about the only thing he can even do quickly

The homeless should be put in camps. The more reasonable and civilized ones may be allowed to seek employment outside their camp, but they should only be allowed to permanently move out if they obtain a home and maintain possession of it for at least 6 months. Call it authoritarian all you like, but it's clearly better than letting them live on pavements or in shitty, unauthorized "tent cities".
