You have to incentivise motherhood so that it's preferable to working for the average woman, the average woman in her 20s makes under 20k usd after tax. 20k goes a long way if you're a stay at home mother with a husband that pays for housing but it's not enough if the woman is also working.
The average 20s and 30s year old man doesn't earn enough income to support a housewife, and the 18-40 window is crucial for having babies, women in japan are having their first child later and later because they don't feel they are in a comfortable/secure financial position to raise a child, on average it's by age 33 when they feel they are.

If a woman works as a housewife from age 20 to 33, she contributes 4+ children and then has the opportunity to return to the workforce or her husband will now be old and experienced enough to support a family.

Women may also choose not to have children, but I bet most would prefer raising children for 20,000/year that working an average job for 20,000/year. If 20s, 30s people do not earn enough to have a family then the rest of society needs to subsidize them so they can afford it, other the workforce shrinks and everyone suffers or they invite millions of Indians
