I'm asking about the meaning of the phrase more so than what's required for it to exist.

It's a society where a lost wallet is returned without the contents removed. Where doors are left unlocked and nobody attempts to steal unattended possessions. Where kids can roam the neighborhood without fearing of being robbed or kidnapped.

So it seems to boil down to a society where thievery is heavily disincentivize and punished.
