Yes that's how defence in depth works, you defend as long as you have a significant loss advantage, once that starts to even out you fall back a bit to areas that also have prepared advances and fight there while preparing the next area, so that the entire war is just massive casualty advantage in your favour while gradually ceding territory, ideally so that your enemy bleeds out entirely before they can penetrate too deep.

Given how glacially slowly Russia is advancing and the abhorrent casualties they're taking, this appears to be working.
