The solution would be to give people less benefits in old age, relying of familial bonds to be what looks after them. If the government should give them anything, it should be awards so that it's prestigious to have kids. At most they should be given free childcare necessities, but certainly not money. If there was money given, it should be given through work (i.e. a government bonus,. ideally to the husband), so you don't get populations like African-American ghettos.
