the law was created because grooms are expected to pay huge dowry's just to get married. it was a very common scam in china for a woman to pretend to be into a man, demand a huge bride payment, then divorce rape his ass immediately after and look for another man to scam. and because of the gender imbalance it was incredibly easy to pull off.
