Africa is still poor, but the power disparity between Africa and the U.S./Europe/China is nowhere as bad as it once was, and pretty much all African countries besides Somalia have a strong enough national identity that serious, organized, continuous resistance that would make extracting any kind of long-term profit from the locations effectively impossible. Even in the few cases like Somalia where an organized national identity doesn’t exist, you’re likely to have serious problems with organized guerrilla warfare/terrorist groups complicating things massively to the point that it wouldn’t be worth it either, not to mention the backlash any country would get if it tried to stage such an invasion starting with Somalia. There are plenty of economic and political means by which African countries can be and are exploited, but Africa as it exists today will never be re-colonized like it was in the 1800s-1900s again, barring a new-age catastrophe or second Industrial Revolution of sorts.
