The country is run by a one-party democracy that's financed directly by the CIA, it's been a continual client state since 1945. The US would fund nationalism (George F. Kennan X article) to prevent countries from joining into the USSR, they spent more money promoting 'homogeneity' than any other country due to the threat of communism. In fact Japan didn't even have a monoculture prior to MacArthur they were still split between regional dialects, separate ethnicities (Ainu, Jomon, Yayoi, etc), and even entirely separate cultures until US occupation homogenized their culture to prevent them from joining the USSR.
