The Japanese government believed they could hold off an American and British invasion for a while and inflict massive casualties which might have enabled them to gain a better negotiating position for a peace deal.
However with the entry of Russia into the war this strategy became untenable because Japan didn't have the strenght to fight all three countries.
The records of the cabinet meetings over the next few days show that the Russian declaration of war and offensive against Japanese troops was the main talking point and the most important factor in the Japanese government deciding to surrender.
So the atomic bombs were not the decisive factor in the surrender of Japan the decisive factor was the Rissian declaration of war
The Emperors surrender order to the military on the 17th August 1945 even mentions this specifically
