If you're referring to Mosaic Law, aka the the 613 commandments, and not the 10 Commandments (except for the Sabbath in some traditions) or the original order given to humanity by Genesis, then yes, Christ fulfilled it, a new covenant was established and Christians are now to live by the Spirit, not by the letter of this law (Romans 7:6, Galatians 5:18)

This does also include circumcision yes, such as things like saying "If you let yourselves be circumcised, Christ will be of no value to you..." and various other verses showing us that we do not need to keep Mosaic Law, this ranges from Galatians 5:2-6, Romans 2:28-29, and pretty much all of Acts 15.
