They used to do this in the Soviet Union. What happened is that some churches complied, but many churches met secretly and people took their children to these services. Sure, many of these services were busted and people got arrested, but they just kept doing it anyway. Point is, you're not really going to stop people from teaching their kids religion. If they're willing to die or get arrested for it, then nothing you say or the government says will deter people from forming churches and meeting.
T. Am a part of a church that started exactly this way before my family moved to America and started another church here.

They have been busy converting churches into community centers and hustling Christians away for decades now. China is also in the process of revising the Bible. They started a while ago, I think they'll be done soon. IIRC it was a ten year plan.
