Even fraudulent use of welfare validates the existence of welfare because as far as the state is concerned their welfare policy works and it is providing welfare to those in need like Shaniqua and others like her.
There is nothing good about welfare even if you are the one using/abusing it. You're only helping the state justify their involvement in people's lives.
