It'the 18 wheelers fault for not looking properly before switching lanes. Right he completed the initial turn into the center lane he immediately changed lanes without even looking to see if he was in the clear to change lanes. He could have braked and took at least a second movement to look in the rear view but he went right into a lane change, literally made a half circle no stopping across multiple lanes with a visible car coming down the road. Not good. And even though he had already started the lane change before the other driver came up, if he had looked in the rear view mirror and saw the car beside him he still would have been able to avoid an accident by moving back into his original lane. He just wasn't looking or being careful enough or maybe a brand new driver who wasn't trained well at all and has too little common sense or inherent skill because that was some series nonsense.
