freight rail is profitable but passenger rail wouldn't exist if it wasn't subsidised by the government
I assume it's kept going has a kind of transport-welfare for people who can't afford cars and planes.
Plus there's probably a national-security consideration -- if there's a major war or other national emergency, where you need to transport large numbers of people across the country, then rail is the most efficient way to do it.
