I think it means standing up against and resisting injustice. For instance, the poor, foreigners living among us, the imprisoned, the hungry, politically disempowered, lgbt, women children etc. And it means a people-first approach to improving society, as opposed to a systems-first approach (ie the church, capitalism, the country etc)
