That's because they're a deterrent, not meant to be part of any theoretical first strike, same as Russian missile subs. Do you know what else is a deterrent? The Perimetr system, which is what Medvedev referenced in his tweet(s). It's designed to launch Russia's nuclear arsenal automatically in response to a nuclear attack, even in the event of a successful decapitation strike. It's literally not an offensive system.
