I've read a lot of old pulp scifi stories. The writing in this book isn't very good.
It is trying to drop you into a world "in media res", but it squanders the immediacy and urgency you benefit from doing that.
It is using a lot of "in universe" jargon to try and give a sense of a "lived in world", but again squanders the benefit by describing uninteresting details (like if you described every brand name you saw on a foreign vacation).
It tries to world build, but it does it by long boring expositionary dialogue between characters with little to no personality.

He's a bad writter writing bad writing vanity published. It does inform about how pompous, incompetent, perverted, and banal evil parasites are.
