Typically what happens is a person buys a ticket but can't claim the prize themselves because of previous obligations, debts, child support, alimony, a poor tax position, etc.

They then sell the winning ticket to some financial group, who give them a lump sum in some deniable manner like an offshore tax haven bank account. The financial group then claims the lottery prize.

I'm not saying that it's impossible to rig lotteries, or buy a bunch of tickets when the odds are in your favor. But this is the most plausible explanation.
